The case study

 

SUNGRABBER PTY LTD is a small business employing approximately forty people manufacturing alternative energy products: solar panels, hot water systems, wind generators and so forth.
 
Rob Redman is the owner-manager who began building his own equipment nine years ago while on Long Service Leave from TAFE where he was a teacher in the metal fabrication area.
 
The products had filled a market need and his enterprise had grown steadily in both volume and range of products to its present structure and size (refer to the organisational chart).
 
Employees had been recruited in an ad-hoc approach as needs had arisen.
 
Recognising his need to develop his business and management skills, Rob had undertaken studies at his old TAFE Institute. Amongst other skills, he had learned of the need for sound planning and organisation. Rob had therefore embarked on an analysis of his company’s goals, how it was achieving them, and the utilisation of its human resources.
 
From the initial study of his company’s operations, Rob had gone on to develop a moderate strategic plan for Sungrabber. This he based on the results of a SWOT analysis he had completed in conjunction with his management studies.
 
Rob had been the driving force in the enterprise and had endeavoured to continue his designed and development work whilst managing the company. He was hopelessly overworked.
 
Part of Rob’s strategic planning for Sungrabber provides for him to be able to ease his workload and concentrate on his primary interest - developing new products while still keeping general control of the company.
 
A couple of recent retirements have given the opportunity to implement key changes emerging from his HR planning exercise. While needing to fill these positions, central to his HR plan was recruiting a person for the position of Production Manager. He also wanted to recruit a person to perform the range of functions associated with HRM, OH&S, IR, as well as Recruitment and Selection. PRODUCTION WORKER
This semi-skilled position results from a retirement from the team that produces solar hot water systems. The eight-member group fabricates pressure storage tanks and collection panels. Their skills include welding, plumbing, and electrical. The team rotates the various tasks. This helps to reduce boredom and provides flexibility for the group to meet changing demands or to fill-in when a colleague is absent. The team is self-managed and each leading hand (a member of the team) coordinates that team’s work.
 
ADMINISTRATION OFFICER
The Finance and Administration office employs a manager and five staff. The staff of five Administration Officers process orders from buyers, maintain accounts and organise wages, order supplies and materials, and complete other sundry administrative tasks that always attach to a productive enterprise.
 
Rob has recently installed a new computing system with software programs to help manage, wages, orders and accounts. The program can also monitor production performance and sales if Rob chooses to use this feature in the future.
 
Rob believes that with the new system, and with a reallocation of duties amongst the office team, that new positions will not be necessary for at least three years. One of the older employees is unwilling to retrain for the new technology and decided to retire. This has created the vacancy.
 
PRODUCTION MANAGER
Until now, as owner-manager of Sungrabber, Rob Reedman has supervised the expanding production processes for the company. He now wants to concentrate on the bigger issues for the organisation and to be free to continue his interest in the Research & Development side of the enterprise.
 
Therefore, Rob recently created the position of production manager. This person is entirely responsible for manufacturing the company’s products. Although this position supervises the four production teams, each team includes a leading hand.
 
Not only would this person require excellent planning, leading, organising and controlling skills – but must be able to understand how the technology incorporated in these alternative energy products positions them at the leading edge of their field.
 
Rob is a staunch supporter of the philosophy of TQM (Total Quality Management) and is keen to appoint a person who has both the skills and experience to introduce this philosophy into the operations of the organisation.
 
Although Rob will be advertising widely, he believes a few of the Leading Hands might be able to meet the Selection Criteria.
 
HR OFFICER
This HR Officer must specialise in OHS, IR (Industrial Relations), and Recruitment and Selection.
 
With the advent of Workplace Health and Safety legislation, Rob has become aware of his responsibility to ensure a safe and healthy work environment for his employees. He plans that the new HR person will also take on the function of Occupational Health & Safety officer for the company.
 
Rob wants to bring in an EBA (Enterprise Bargaining Agreement) to reflect the flexibility required of this expanding and diverse work force. The creation of such an EBA needs an HR person with very good IR skills.
 
When performing the Recruitment and Selection function, this person will produce a full Job Analysis (and supporting documentation) for all positions that have not yet been analysed. The person will also develop remuneration packages aligned to various skill levels and the competencies required.
